The welcome was for the first post. That's the way I do the tracking. We have lots of members who don't post but are just readers which is fine but we don't follow the member list that carefully. Your first story post to the community gets you a welcome.

Voting is not a duty but we do appreciate if people give votes to each others stories so that we can make sure they fill up the standards.
