That happens on my keyboard too, when I set it to the Canadian-French one (so I can type with accents). If you're using Vista (not sure how it works on anything else), I know you can change it through Control Panel, then Clocks, Language, Region, then Change keyboard or other input methods, then Keyboard and Languages -- and then just messing around with some of the controls there.
