Question for the Mods

Hey guys...
I was looking at some of the comments in the post last week and I wanted to get a clarification for us so we all are on the same page if you don't mind. :)
From what I think I understand, please correct me if I'm wrong, the "official, official last posting time" is midnight US/Samoa is GMT -11 or like for me here in central time, 5am Sunday? Is this the correct very last cut off time?
Also I have one other question for me as well as others. If you are posting "late" what exactly is the etiquette for your posting time? I just ask because we can roll back the time to really anytime during the day to make it fit the criterion. Are we supposed to keep the time as our time? For example,say I posted late, should I have the post read 4am central, which is my time? Or should I roll it back 4 hours to read midnight?
Just wanting to be a little more clear on this so I know exactly what the standard should be.
