This is probably a quite stupid question, but is that administer in the sense of for example giving someone medication, or is it similar to administrator i.e. making sure that everything works as it should?

My dictionary gives the following examples of the use of the word:

administer drugs to patients

administer property

So it's closer to the first example you gave. I hope this helps!
